Transport

  • Our vision

  • The Green Party in Government will fundamentally change transport planning in Ireland in order to reduce deaths from traffic accidents and air pollution, cut damaging emissions, lessen reliance on fossil fuels, provide greater accessibility and mobility for all and tackle the congestion which is crippling Ireland's economic and social well-being.
  • Our targets

  • The Green Party believes that the Transport 21 plan provides a useful long term financial commitment to spending on transport projects by future governments. We will work within the plan's spending parameters but will shift spending priorities within the budget, to promote public transport, cycling and walking.

    We will set three targets to measure our progress:

1. Halve the number of road deaths within our first full term in office.

2. Reverse the recent 6 per cent per annum increases in oil consumption to an annual average 2 per cent reduction to meet the climate change challenge and to match the annual reduction in world oil supplies following a peak in global oil production.

3. Halve average commuting distances which have almost trebled over the last 25 years due to bad planning.

  • Our strategy

  • We will achieve these targets by providing a major investment in public transport, by introducing new road safety measures, by better land use planning and by introducing new institutional arrangements. We will progress the main public transport projects designated in the Transport 21 plan including the Dublin Metro, the Western Rail Corridor, the Spenser Dock - Heuston railinterconnector and the Luas extensions to City West, Cherrywood and the Point depot. However, we would then go further by investing in additional public transport project, the additional resources for which will come from a reallocation of funds within the overall Transport 21 budget.

  • The Green Party in Government will:

  • Luas light rail

    * Build a light rail line running from Mahon to Ballincollig via Cork City Centre

    * Connect the two existing Luas lines in Dublin city centre via College Green and immediately extend the line via O'Connell Street and Broadstone to Finglas

    * Introduce a new east-west Luas line from Lucan to the Poolbeg peninsula

    * Construct a new Luas line running from Rathfarnham and Broadstone

    * Promote a Galway Luas from Barna to the City centre and from there to Oranmore

  • Metro light rail in Dublin

    * Extend the proposed orbital Metro eastwards from Ballymun to Baldoyle to serve this rapidly developing northern fringe area of the city

    * Extend the city centre Metro south from St Stephens Green to connect at Beechwood station from which point the Luas and Metro trams would share Luas Line B

    * Extend the Metro south from Cherrywood to follow a direct route to Bray rather than diverting to the west of the N11 as is currently proposed

  • Mainline rail

    * Proceed with the immediate construction of the Navan rail line and reassess the resulting demand before committing to further motorway developments

    * Introduce the first phase of the Western Rail Corridor connections to Shannon and Tuam

    * Fast-track the railinterconnector between Spenser Dock and Heuston Station and the electrification of the Kildare and Maynooth lines

    * Conduct a feasibility study and cost-benefit analysis for the widening of the rail line north of Connolly station to allow for more commuter, Dart and intercity rail services

    * Conduct a study on alternatives to level crossings over mainline routes

    * Introduce a rail freight subsidy on a per tonne basis for materials that are transferred from existing road freight onto rail freight

  • Bus services

    * Task the bus regulator with implementing a full review of existing bus services in Irish cities and setting new route and service level structures for all operators

    * Publish a new passenger's charter to guarantee standards on all bus services

    * Oversee a major investment in new quality bus corridors toimprove bus turn-around time and thus radically increase improve fleet capacity

    * Assess necessary fleet additions to ensure that high frequency bus timetables become the main interim solution to traffic gridlock

  • Cycling

    * Introduce a new national cycle network to provide safe commuting routes into urban centres and promote both local and long-distance recreational cycling

    * Set requirements for the carrying of bicycles on all new modes of public transport

    * Commission a legal review to outline the steps needed for the introduction of similarliability protection for more vulnerable road users as exists in other European countries

  • Walking

    * Introduce new 30kph speed limit areas in most city centre locations and improve the 'green time' given to pedestrians at traffic crossings

    * Extend special pedestrian promenades along the seafront in Galway and Dublin and along the Shannon in Limerick and the city centre in Cork

    * Introduce a 'safe route to school' programme in every schoolin the country

  • Roads

    * Honour existing road contracts but direct the NRA to set a new roads investment policy where priority is given to road safety and environmental and urban planning measures rather than providing for projected increases in road capacity
